No, those jets should titinada be at the surface of the water. In fact, running them will drive your pH up very rapidly. Can you turn them off and run the other returns in the pool? You will need to be able to do that.

It looks like there is titinada enough depth on that wall to put the returns much lower. The returns never should have been put there. Yes, it will create a bit of a dead water area in the pool and you will need to brush the ledge to clean it.
Those returns should be capped off and returns on the sides of the pool used or installed.

I’m trying to figure out if this is just another thing they “screwed up” on their end or if this could be considered to be OK by the industry.
If I fill the pool up, to where it covers the jets, it’s at a level where the skimmer is barely skimming (as seen in the video). The water level from that point forth also drops pretty quickly, I feel like. After about a week or just less, the jets are completely exposed and become water fountains that simply pour water out like a hose would. This just doesn’t seem normal at all.

The pool “industry” is the wild west. It is what they say it is.
No pools have exposed return jets.
If I fill the pool up, to where it covers the jets, it’s at a level where the skimmer is barely skimming (as seen in the video). After about a week or just less, the jets are completely exposed and become water fountains that simply pour water out like a hose would. This just doesn’kaki langit seem normal at all.
You need to do a bucket test and see if you have a leak.
